    NOTE: None of Judge Mortis' Powers, save for his level 50 power, can be used on inorganics/machines. All of these powers come from the same Judge Dredd rulebook as Judge Fear's powers. Judge Mortis has no damage enhancer, tier reducer, armor bypass, tier damage or unmissable as he has in his previous powers app.

    Gestalt follows the application and execution canonly expressed, and has increased AP costs to follow suit with its enhancements. As well, while Judge Mortis can hold his own, he is very vulnerable when removed from Judge Fear, who can give him support and insight.

    Much like Judge Fear cannot offer much damage, Judge Mortis cannot heal himself or perceive much without his brother to aid him. If there are any question, concerns or required revisions, please let me know.





    POWERS
    [LEVEL 1]

    Name: Ghostly Whispers (accuracy de-enhancer)

    Description:  Faint at first, one begins to hear a quiet murmur at the back of their mind. It promises, it threatens, it babbles and rambles incoherently. However, the more this confusing phenomena goes on the louder they get until Judge Mortis’ opponent finds they cannot focus on their actions! This cannot be used on inorganic or mechanical beings.

    Specifics: Flip 2 coins
    x1 HIT: opponent must add an extra coinflip to their attack, all coins must hit in order to land an attack
    x2 HIT: Opponent must add two extra coins to their attack, all coins must hit in order to land an attack

    Gestalt: Only one coin needs to hit for the opponent to require two extra coins to be added to their attack. All must hit for an attack to land.

    AP Cost: 2AP, three turn cool down
    Gestalt: 5AP, five turn cool down







    [LEVEL 10]

    Name: Recall Injury (damage over time/ pain)

    Description: It is only just for a Judge to know of sins present and past, even those made against sinners themselves. Looking into an opponent’s mind, Judge Mortis can pinpoint and draw forth their most painful injuries and make them relive in it full, agonizing detail.

    Specifics: 2c/3d/ duration die
    x1 HIT, opponent suffers full damage, one die of damage half the opponent’s level is rolled for the duration
    x2 HIT, opponent suffers full damage, one die of damage the same as the opponent’s level is rolled for the duration

    Gestalt: Only one coin needs to hit for full damage, the damage die rolled for the duration is the equal the opponent’s level.

    AP Cost: 5 AP, 5 turn cooldown
    Gestalt: 10 AP, 5 turn Cool down







    [LEVEL 20]

    Name: Domination (psychic manipulation)

    Description: Mortis reaches out across the void to the mind of his opponent. Arms, legs, claws, wings, and weapons; they will find that their body is no longer theirs, but now re purposed to carry out the Dark Judge’s twisted law in all its forms.

    Specifics:2c, those that hit determine the strength of the Domination. Cannot be used on machines or inorganic minds.
    x1 HIT: weak domination for one turn, opponent may flip a coin to break control.
    x2 HIT: Strong domination, opponent is under Mortis’ complete control for one turn.
    Gestalt: Mass Domination
    Only needs one coin to hit for successful domination for one turn.
    Mass: Judge Mortis may dominate one person per his current level.

    AP Cost: 10 AP, 5 turn cool down
    Gestalt: 15 AP, 5 turn cool down







    [LEVEL 30]

    Name: Undeath (summon/disease)

    Description: As lawful in death as they are innocent, the dead are naturally dependable beings to rely upon when dealing justice. Using powerful psychic abilities, Judge Mortis raises the dead to serve under his righteous claws as undead hounds, ensuring that there is nowhere a criminal can seek refuge so long as they still live.

    Specifics: 3d/2c, when attacking zombies may rip off limbs, devour flesh and spread disease through violent contact. If the opponent is inorganic limbs will simply be ripped off. outside of combat, zombies can be used to test traps, ambushes and root out any hiding opponents.

    Zombie control duration and number coincide with Judge Mortis’ current level

    NOTE: Judge Mortis can control up to twenty zombies for twenty hours ; one hour per corpse @ lvl 20
    NOTE: Zombies are very strong but also very stupid

    Gestalt: Zombies possess Aura of Fear and can demoralize an opponent from using their weapon. Only one coin needs to hit while Gestalt is in effect.

    AP Cost: 15 AP, Takes on turn to summon, five turn cool down.
    Gestalt: 20 AP, Takes on turn to summon, five turn cool down.







    [LEVEL 40]

    Name:  Gestalt (psychic empowerment/ conduit)

    Description: So long as Judge Mortis is within ten feet of a competent, willing Psi who knows Gestalt as well, they can tap into his psychic energies and abilities excluding his lvl 60 finisher. Those that merge with the Dark Judge of Decay be warned, nothing but rot and the decaying visages of the purged await them, along with the possibility of being devoured by the Dark Judge’s own powerful psyche. Anyone aside from his brother, Judge Fear is subject to being influenced by his twisted thoughts to the point of corruption if they linger for too long.

    Specifics: While active, Judge Mortis’ abilities are enhanced and those who are merged with him can use his powers. However, gestalt is a two way street, and therein Mortis may utilize their powers in turn regardless of prior knowledge or training. Mortis and the one he is linked with cannot use each other’s lvl 60 finisher. AP costs are increased on powers while using Gestalt, which are boosted for a duration of three turns. At the end of the three turns, it may be given an AP boost for continued use or it will merely end.

    NOTE: can establish a psychic merge with Judge Fear
    NOTE: mortals who psychically merge with the Dark Judge have a higher risk of engaging in alarming behavior or thinking ; this includes but is not limited to: homicidal desires, suicidal desires, a desire to inflict great bodily harm on both others and self, and a desire to worship death in all of its just and legal practices

    AP Cost: 20AP ; five turn cooldown ; may spend an additional 5AP per turn






    [LEVEL 50]

    Name: Combat Prescience (dodge/deflect/parry negation)

    Description: Nothing is sacred to the reach of a Dark Judge, not even an opponent’s moves. Using his psychic abilities. Judge Mortis’ moves become blindingly quick to the point where not even a well placed parry or dodge can refuse him.

    Specifics:  2c/3d
    x1 HIT full damage, attack can be dodged, parried or deflected
    x2 HIT Full damage, attack cannot be dodged, parried or reflected

    Gestalt: Only one coin needs to hit in order to refuse a dodge, parry, or reflect.

    AP Cost: 25 AP, five turn cool down
    Gestalt: 30 AP, five turn cool down

    Everything is looking good so far, but I do have two quick questions.

    1. On your first attack why does the Gestalt only have to wait every other turn to be used, but the basic attack has a three turn cool down?

    2. What is the turn cool down for your level 20 attack?
